Governor Igor Orlov took stock of the International Forum “Arctic – Territory of Dialogue”.
Igor Orlov pointed out 3 types of results – relevant for the world, for the country and for our region.
“The Arctic is a global project, important for Russia and many other countries of the world including unrelated to this territory. At the Forum Presidents of Russia, Iceland and Finland came to an agreement on successive heading the Arctic Council within 6 years, which will ensure consistency in the development of higher latitudes”.
Major issues concerning Russia’s Arctic zone were discussed at the session of the State Commission for Arctic Development. Among them were transport opportunities, human capital, establishing decision-making centre for the Arctic, updating legislation concerning the Arctic by considering the issues put forward by representatives of federal subjects of Russia.
In detail Governor of Arkhangelsk region spoke about the results of the Forum relevant for the region.
Today Arkhangelsk is primarily becoming a centre for making strategic decisions in the Arctic. It includes investment, implementing global investment projects, creating new working places and forming comfort industry.
“I had an opportunity to discuss the results of the Forum with President. We will accumulate all the proposals which were put forward at the sessions of the Forum in order to implement them,” said Igor Orlov.
He also added that within two-weeks’ time we are to draft all the proposals worked out at the Forum and direct them to the President, the President’s Administration and Russia’s Government alongside with discussing the preparation for the new forum in Arkhangelsk in 2019.
Journalists were mainly interested in the most relevant projects for the region, such as construction of the main railway line Belkomur, deep water port of Arkhangelsk and the Northern Sea Route.
Igor Orlov said that Belkomur project which is being implemented in collaboration with Chinese investors was mentioned by Vladmir Putin at the panel discussion. It means that the political and informational components of the project make it possible to take the next step in its implementation – to design a financial model which will be followed by a concession.
Igor Orlov said that great efforts of the regional government made it possible to hold the Forum, which allowed to call Arkhangelsk the main gateway to the Arctic and to make it a platform with a wide variety of services and opportunities to reach the Arctic.
We have Northern Arctic Federal University, we have Centre for Arctic Research which integrates science and research, and we have industry. Today we speak about technical and research centres where arctic technologies are to be tested.
By what we did we tried to prove that Arkhangelsk has a right to be called the gateway to the Russian North, underlined Igor Orlov.
Sharing his impressions of the Forum, governor said, “I have only positive impressions both of the events of the Forum and the general mood created by the citizens of Arkhangelsk, and also of the results of the Forum’s sessions”.
Governor pointed out professionalism of the mass media which resulted in the significant coverage of the Forum’s events in media discourse.
“Especially governor thanked citizens of Arkhangelsk and Arkhangelsk region who received guests in a traditional for Pomors open and hospitable manner. As President Vladimir Putin put it, Arkhangelsk is the capital of the Russian North. We are glad to greet everyone who loves the Arctic and who does their best to develop this land,” said Igor Orlov.
